While Thomas Hobbes believed that all people were evil only fighting for their own interests, John Locke believed that all people were naturally moral because they come out as blank slates learning to fill with experience doing it instead of being completely evil. John Locke's philosophy supported the rule of democracy because if a government is like an absolute monarch, it will not satisfy all the needs of the people and this explains why people have the right to rebel against an abusive government, as demonstrated in the American case.
