Engineer Shortage The National Science Board released a report in 2004 stating that there is a decline in intellectual ability in the United States due to the shortage of scientists and engineers. They further claim that this trend “threatens the economic well-being and security of our country” (American Scientist, 2005). As the shortage of engineers and scientists diminished, the U.S. Bureau of Labor predicted in 2001 that science and engineering jobs would grow three times faster than any other occupation and could increase by as much as 47 percent in ten years. Until 2004, the number of engineers and graduates remained stable and thus the demand for these jobs was satisfied. However, “The National Foundation for American Policy reported in July 2004 that more than half of engineers with PhDs working in the United States and 45 percent of those with PhDs in computer science were foreign born” (American Scientist, 2005). In fact, between 1984 and 2003, the number of foreign students increased from 350,000 to 585,000 (American Scientist, 2005). Starting in 2004, this trend began to turn in the opposite direction and the number of foreign students enrolled in universities decreased by 2.4%, while the decline in graduate students fell by 6% (American Scientist, 2005). In fields such as science and engineering, the declining numbers were even higher as the Graduate Council reported that the number of student applications fell with the largest decline between 2003 and 2004 being 36% of engineering schools. This decline was the result of “declines in international students enrolling in graduate studies, changing visa policies, and a weakening of the United States' reputation” (American Scientist, 2005).
