Terrorist groups also become major players. Currently, ISIS, the Islamic State of Iraq and Syria, is a major international player. It is a terrorist organization capable of taking control of the state within its borders and enforcing its own law. It recruits extremists from all over the world and carries out terrorist acts in other countries.
