Thematic Document on Housing:The Thematic Document on Housing mainly establishes the objectivity to evaluate the housing needs of our island for a period of twenty years. The Housing Plan outlines the responsibilities of planning systems in Malta, to ensure quality housing with minimal impact on the Maltese natural environment. According to the final draft of the MEPA (2002), housing constitutes one of Malta's significant land uses, as it is a basic human need and furthermore the government must ensure that every citizen is provided with decent housing. Therefore, the researcher evaluated the Housing Topic Paper and correlated the significant points with the location of Mtarfa (MEPA, 2002). The urban area of Mtarfa amounts to 41, with a population density of 2200, with a number of 590 housing units (MEPA, 2002). . Most of Imtarfa's homes are concentrated along the main road, however they move away from the main roads towards a semi-urban or rural area. Most of the rural homes or farms found between Mtarfa and Rabat have their own warehouses and fields.
