Paddy Scannell's article 'Public Service Broadcasting and Modern Public Life', defending the views of the Peacock Committee, sought to remind people that public service broadcasting does not it is only a gold panning activity but also a boon for democratization. To illustrate that public service broadcasting is not created for profit, he used the BBC as an example. Taking two elements from Habermas to support his idea, these are the historical approach and the concern for the "general public" (Scannell, 1989). According to Habermas, the public sphere is the place where public opinion can be formed. Scannell stated that B has formed a new public life in which the public (includes viewers, listeners and public), as for Scannell it could be a general public, have the right to have their own opinions.
