Police officers are members of law enforcement whose primary responsibilities are to protect citizens and their property, deter crime while ensuring the rights of equality and justice for all (8). It is the responsibility of police officers to deter crime in an ethical manner by adequately patrolling their assigned areas and promoting public relations on a persistent basis. Police officers are rewarded for enforcing the law by removing the liberty, reputation, and lives of those who violate or attempt to violate the law (5). Although police officers have enormous authority, they should not use their position for personal or financial gain or to evade the law (5). Police officers should behave professionally and with the utmost care. To this end, genuinely positive relationships are established between the police and the public. Sometimes the public tends to show their appreciation by providing officials with freebies or discounted merchandise (2). In contrast, police officers are already compensated by their employer for their work. Furthermore, tips can sometimes even constitute a high percentage of an officer's income if earned on an ongoing basis (7). Tips can be idealized as an initial briber because people will then expect to be treated differently (7). For example, a police officer was assigned to patrol the Central Business District (CBD) for seven days and received a free meal for five of those days. On the sixth day the officer is transferred to the French Quarter due to a local festival that requires additional coverage. On the sixth day the CBD restaurant contacts the police department complaining that there is no security in the area and that they have not seen the assigned police officer to whom they had provided free food. Tips may sometimes be given to promote police presence by advertising that the environment is safe, to discourage problem users, and to ensure future cooperation (4). Police officers should not give tips because they hinder the fulfillment of an officer's official responsibilities and morality in compliance with the law
