“Early in the convention, delegates agreed on the need for a stronger national government than the one created by the Articles, but there was conflict over how best to structure a representative democracy that could have protected liberties, with property rights a priority for delegates.” Slavery was also a serious conflict that needed to be addressed. Delegates overcame conflicts and reached compromises that everyone could support. They had to balance their preference for a strong central government with citizens' distrust of a strong central government. Ultimately, the delegates drafted a new constitution, establishing fundamental new government structures and operating procedures to carry out the principles set forth in the Declaration of Independence. Subsequently, supporters of the proposed new constitution would obtain its ratification only after recognizing the need to quickly amend it by adding a bill of rights to limit the power of the national government it created. The authors created an innovative government system with dual sovereignty - a system of government in which ultimate government authority is divided between two levels of government - a central government and regional governments - with each level having ultimate authority over different policies
