The researcher's extensive experience and knowledge in community health helped guide a proposal for a flu immunization program for homebound older adults unable to access programs already in place. The Health Department has strongly supported the program to specifically immunize homebound seniors. A needs assessment process was used to confirm that this was a current health problem that was not being successfully treated. Need assessment is defined as a systematic assessment of the type, depth, and scope of a problem as perceived by clients, health care providers, or both.11 To plan the program, Rossi and Freeman's six-step process12 and Posavac13 was used. Their steps aimed to: determine the client population, determine the needs to be met of the client population, define the size and organization of the client population, establish boundaries for the client group, determine program resources, and clarify perspectives on the program
