The implications of school policy and education reform are evolving as improvements are implemented at the national and state levels. As a result, policy changes imposed by the federal government directly affect teachers and students in positive or negative ways. Research has shown that at the grassroots level, involving the community, students, and parents, real reform and change takes place as stakeholders now have a say in decision making (Nieto, 2012).
