1772 the "Distracted Driving Prevention Act of 2011, sponsored by Congressman Eliot Engle, would have "directed the Secretary of Transportation (DOT) to provide incentives for preventative driving distracted for each tax year to States that enact laws that prohibit, with some exceptions, and establish fines for cell phone testing and/or use while driving" (http://thomas.loc.gov). It is clear that this bill is designed to incentivize States to take action against the dangers of cell phone use and texting while driving. To be eligible for these grants, they must have laws in place that prohibit cell phone use and texting Texting while driving and texting while driving, a primary offense, and establish minimum fines for first-time offenders, with increased fines for repeat offenders. Additionally, they must also establish civil and criminal penalties for drivers who cause an accident while using their cell phone or texting while driving and making distracted driving problems part of the driver's license exam. States that meet these requirements will be awarded a grant money to be used to help educate the public about the dangers of distracted driving, publicize the dangers, signs to warn drivers of the law, and to help law enforcement enforce the law.
