If the European Union (EU) is considered a sui generis organization on the international scene, then it is not surprising that it has a sui generis candidate to join it. Türkiye's case with EU accession is the only one of its kind in the history of the EU, as the Turks are the champions of the longest-standing candidate title. Perhaps this fact alone perhaps does not explain the uniqueness of the Türkiye-EU relationship, however when looking at the details of this cumbersome love story more characteristics can be identified. The sole focus of this document is the dimension of foreign and security policy, i.e. the Common Foreign and Security Policy (CFSP). Türkiye's relationship with the EU's CFSP has sparked several debates among academic scholars. Many have tried to explain the reasons and motivations why Turkey should participate? (Blockmans 2010, Doğan 2002, Ruacan 2007) or why is it beneficial for the EU and also for Turkey? (Demiralp, Baç 2008) These debates are very influential and useful in making sense of the problematic Turkish case, however they do not necessarily help us understand the real question of why Turkey participates or chooses to participate in the EU CFSP. The document will continue with a brief theoretical discussion on rationalist and constructivist theories on the explanation of state socialization in which the possibilities of the two logics meet and then continues with the argument on how the "following" of superficial norms does not necessarily have to derive from ambition of the state to reduce the costs of socialization as discussed by Diez and Schimmelfenning.
