In my experience, public communication is direct marketing. The speaker usually has a program to voluntarily propose to the audience. There is a fake and dishonest option to receive feedback from the public via questions (if allowed), but questions are rarely actually answered. If there are answers it is always a redirection towards a positive aspect of the new product, company, process or change that is being made. Mind you, I'm basing this context on public cooperation and government communication. It may not have always been this way. Historically speaking there have been recorded references to public communication contributing to “…evolved public opinions, policies and ideas about society's attitudes and opinions: (2016, synonym). Public communication has the ability to be a positive context if it is used as "... communication between equal people" (2016, synonym). A positive example I witnessed using this context was when the local municipality decided that homes needed to switch from dark to clear garbage bags. This was an environmental approach to reduce waste thrown into landfills that would otherwise be destined for composting or recycling. When this decision was announced, worrying feedback was received regarding the distress caused by women discarding personal hygiene items in clear bags for personal and cultural reasons.
