The Philippines has recently had an overflowing problem in its education system, which is the implementation of the K+12 education system as the Basic Education Curriculum (BEC). This issue is one of the most controversial things proposed by the Aquino administration. First, K+12 is an education system that includes preschool with twelve years of elementary and secondary education (Department of Education, 2010). Preschool basically starts at the age of 5 and elementary education (primary education) lasts 6 or 7 years of education while secondary education, which lasts 5 or 6 years of education, is defined as high school ( Department of Education, 2010). Compared to the current 10-year education system, the K+12 system adds two extra years of education. According to the Philippine Department of Education (DepEd), their main goal is not to simply add two extra years of education rather to enhance BEC in the Philippines (Department of Education, 2010). Discussions on the K+12 program have already been ongoing since the Commonwealth era. The Americans suggested the implementation of this system, but President Manuel L. Quezon put the matter aside to address more important problems of the country at that time (Vargas, 2012). Over the years since the Commonwealth era, suggestions have been made by foreign organizations (Department for Education, 2010). Hence, a survey conducted by the Presidential Commission for the Investigation of Philippine Education in 1970 recommended that the government attach great importance to the implementation of the 11-year program with 6 years of elementary education and 5 years of secondary education; but is never taken forward (Department for Education, 2010).
