King Henry VIII passed a law, the Buggery Act 1533, making all homosexual activity punishable by death. This doesn't seem like a reasonable crime, as people should have the right to love who they want and not be criminalized for it. In this case the law appears to punish people for sinning rather than for committing a crime. The law should not concern itself with the private life of the individual until it becomes a public matter. Wolfenden believes that "homosexual behavior between consenting adults in private is no longer a crime." Despite the suggestion, it was not until July 1967 that homosexuality became legal in England and Wales. Some may argue that Wolfenden's report was considered irregular because he accepted an idea considered sinful and illegal by society.
