Guards and prison officials may not have an interest in solving problems that occur among inmates, and inmates may bribe guards in exchange for some kind of favor . This trend shapes a similar organizational structure inside the prison to what individuals might be accustomed to on the outside. Hierarchy is always present among gangs. Those closest to the top assign various tasks and assignments to those at lower operational levels. These tasks can range from providing information to identifying and keeping an eye on potential inmates who may pose a threat to a particular group (Skarbek, 2012, para.15). Maintaining order among gang members could prove to be a complicated task and, as some research suggests, “rules are less effective in governing large communities” due to the ever-increasing number of gang members (Skarbek, 2012, para. 18 ). Organizations must be kept small to preserve control and some form of governance. Norms are easier to follow if information about certain movements within the gang is provided directly by higher-level members. Some studies suggest that the increased effort to incarcerate individuals, furthermore, some behaviors mirror the ways prisoners developed outside prison walls (Skarbek, 2014, p. 27). Prison gangs partially emerged in response to the correctional system. His treatment of prisoners has had a huge impact on people who feel deprived of their rights. A single person feels weak and helpless, so it is easier for them to join a group to represent their position. At some point prison gangs gain so much power that they become a force to be reckoned with.
