It also discouraged the importance of individualism, individual autonomy, and social control in the name of state sovereignty. But, comments former UN Secretary General Kofi Annan, state sovereignty should be an individual's relationship with the state regarding being responsible and responsive. (Annan, 2014) This means that sovereignty is not only about the interest of the state versus agencies, but also about the interest of individuals versus state actors. (Cassidy,
