In The Hunger Games, Suzanne Collins expresses two themes. People are afraid of the government, the Capitol inspires fear and that's one of the reasons they make games, to make people afraid and not attack them. The government has total control over the people, they are not free because they have to do all the things they want. Another theme is that true love is the strongest feeling in the world.
