Another aspect of change concerned the structural organization of the company. Chung Ju-Yung's successor, Se Yung Chung, redesigned Hyundai's structure from a functional organization to a divisional organization, in an effort to decentralize power, increase motivation, reduce costs, and diversify the market. These changes forced Hyundai to effectively downsize due to macro-environmental factors. One such factor was the South Korean economic crisis of the 1990s, in which the company's sales were negatively affected because the company's six factories were operating at only 40% of their capacity (Center for Management Research, 2014). The acceptance of external business factors influencing its existence was tarnished in the 1990s and 2000s when the company experienced labor unrest. This further strengthened the company's ability to continue employing huge numbers of workers as it struggled to reduce costs in the face of declining sales. As a result, many workers were laid off, and those retained faced worsening pay and benefits.
