I think Shirley used this fallacy but not in a negative way. Shirley begins by focusing on the goal and what she wants her listeners to think about throughout the entire speech. Shirley wanted everyone to know her point and what she believes should happen; which is equality through the Equal Rights Amendment. He then went on to explain why some individuals may be against the idea and why the amendment has yet to be approved. He discusses each of these issues and has provided an answer for each. At the end of the speech Shirley went back to what she wanted people to think about all along and reiterates that she wants equality. I think it's a smart mistake if used the way Shirley did.
