The purpose of this article is to provide an example of a recent scandal of normal unethical behavior that occurred in Mexico. This document aims to address the main factors; actors involved, consequences and results of unethical behavior, also analyzes the damage done to workers, companies, the Mexican oil industry and the Mexican government. This article is an attempt to shed light on Mexican citizens and provides an international perspective on the white collar crime perpetrated by Oceanografia, PEMEX and CitiBank Inc. Plus, implications and penalties faced by each person involved. Bribes, kickbacks, no/offers for federal funding contracts, secret meetings and deals, lies and disinformation; It is a common occurrence in global news headlines that the Mexican government and private companies have been plagued by a plague of dishonesty, corruption and illicit financing. Amid these recent government scandals, many Mexican citizens have lost trust, confidence, and trust in public institutions and political parties. Furthermore, the Mexican government's credibility had diminished with international governments and investors. Is it therefore difficult to quantify the level of mistrust and dishonesty of Mexican citizens, as is typical of public administrators towards illicit behavior such as bribery, corruption and organized crime?
